They're little things that pop when you throw them at the sidewalk. Very small; I'm not sure if it's fireworks, per se. You can only see the flash if it's dark. I'm not sure if it's really gunpowder in them but it's something that pops when thrown. They're a novelty firework usually called snaps, snappers, or snap pops. It is not gunpowder in them, it's a very small amount of a friction sensitive material along with some small bits of gravel.

Dave, we are in fireworks industry in Pennsylvania. They are called many names such as snaps, pop its, ground snaps, etc. They are considered a novelty item not fireworks anymore. Many online fireworks stores sell them as they can now legally ship ground transportation i.e. UPS.
Also there are new snaps arriving on the market such as sprite bombs, and plastic capsule snaps, each louder and more spark, our favorite is the sprite bomb as is flashes and has smoke as it smacks the ground.
